It is pointed out in the circular that the new school year will start on Monday, September 11, 2023, without any interruption in the schools and institutions affiliated to the Ministry. It is emphasized in the circular that the necessary measures for the activities within the scope of the 100th anniversary of the Republic will be taken by the provincial and district directorates of national education. It is also noted that the studies will be implemented promptly.
According to the circular, the clothes determined in advance by the decision of the school parent associations will be preferred and no changes will be made except in the case of necessity in order not to cause financial burden for the parents.
Professional work of teachers will begin on September 4, 2023 on Monday. The teachers who started to work with the first assignment will be in their schools on September 1, 2023.
Measures will be taken against the use of mobile phones by students in school and in classrooms in a way that disrupts their lessons, and against entering the classrooms with such devices. Situations that will cause them to spend time in digital environments outside of school and the use of social media applications for homework or similar information will be avoided.
Preparations for teachers and students in the earthquake area
The measures taken by the governorships for the accommodation of teachers working in the provinces in the earthquake zone will be completed before the school year starts.
In order to prevent the disruption of education and training services in Adıyaman, Hatay, Kahramanmaraş and Malatya and İslahiye and Nurdağı districts of Gaziantep, the access of the administrators, teachers, governmental officials and other personnel working in these regions and currently residing in tent cities, container cities, various hostels and guesthouses to the schools and institutions they work will be provided through transportation.
The program prepared by the Ministry in order to eliminate the learning losses for the second term of the 2022-2023 school year in public and private schools in the provinces hit by the earthquake will be implemented together with education and training activities between September 11 and October 6, 2023.
High level of precaution will be taken for access to education in the earthquake zone
In order to ensure a high level of access to education throughout the country, students studying at secondary education institutions in provinces hit by the earthquake will continue to be placed in schools across the country in the 2023-2024 school year.
All measures regarding the transfer of students studying in these provinces who have problems in accessing education to the schools where they are registered will be taken immediately.
In order for students transferred from the earthquake zone and need special education not suffer in the 2023-2024 academic year due to the absence of vacant quotas in special education schools and special education classes, the inability to open new special education classes will be provided with access to education regardless of their class sizes.
Necessary measures will be taken for the access education through transportation. Students will be provided to have their lunch in appropriate, healthy and clean environments.
School buildings belonging or assigned to the Ministry will not be used for purposes other than education and training. Otherwise, necessary action will be taken within the knowledge and approval of the Ministry.
The school administration and the school guidance service will take the necessary measures regarding the access and adaptation of students, who have special education needs and continue their education through full-time inclusion/integration in preschool, primary and secondary education schools, to education. Necessary works and procedures regarding students who require special education and need to be directed to counselling and research centers (RAMs) will be carried out immediately.
Guidance and adaptation studies will be carried out
Practices that would harm the principle of equal opportunity in education in public schools will be avoided by justifying matters such as school enrollments, teacher selection, technological and physical opportunities.
Children at the 5 year old age group will be primarily registered in pre-school education institutions. Adaptation training for students who will start pre-school, 1st grade in primary school and start 9th grade in vocational and technical Anatolian high schools will be held on September 4 and September 8, 2023. The guidance and adaptation activities for the 5th grade students in secondary schools and Imam Hatip secondary schools and the students starting preparatory and 9th grade of secondary education institutions will be carried out on September 11 and September 15.
It will be ensured that the status of the students who receive education at home or in the hospital will be fully processed into the e-School Management Information System. The necessary planning for education services will be made.
It will be ensured that the course materials, textbooks and supplementary resources distributed to teachers and students by the Ministry are promptly delivered to schools and institutions. Clean and regular use of books will be encouraged. Necessary measures will be taken to deliver books to schools at the end of the year as part of the Zero Waste Project.
Necessary measures will be taken to improve and enrich the educational environments in schools and to use textbooks and teaching materials efficiently. Students will be ensured to benefit from their teachers in order to be academically, professionally and socially raised better. Attention will be paid to include science, culture, art, sports and social responsibility programs in a way to include all elements of education for notifications regarding the students and the school.
The social activities board will be established in order to plan and coordinate the social activities at the beginning of the year at the branch teachers' board meeting. The social activities of students within the scope of social responsibility program and community service activities will be ensured to be recorded in the Social Activity Module of the E-School system.
Active use of the Education Information Network (EBA) which is the digital education platform of the Ministry, will be ensured in the education and training processes for the effective use of information technologies in education programs and for the provision and management of educational e-content. Students will be provided with help for the access of textbooks and electronic educational content on the EBA platform. Students will also be provided with necessary guidance.
In addition to measures against obesity and digital addiction, improvements will be made in school gardens and annexes in order to enable students to improve their social aspects and to better evaluate their time in school by playing in harmony with their friends in natural environments. In this context, playgrounds will be arranged, and face-to-face games will be encouraged to be played, especially in the schoolyards, which are fed by our tradition and culture, in a way to support the social development of students in terms of physical and mental health. Students will also be provided with necessary guidance.
In addition to the discovery and development of students' interests and abilities in science, culture, art and sports, in-school and out-of-school activities will be carried out in order to educate them in a versatile way by internalizing spiritual, moral and human values through volunteering and social responsibility programs. In this context, original projects and activities will be carried out by establishing contacts with institutions that can receive support.
The "My School is Clean" certification program will be implemented throughout the year by making plans in accordance with the "Development of Hygiene Standards and Infection Prevention Guidelines in Education Institutions" prepared in cooperation with the Ministry of National Education and the Turkish Standards Institution (TSE).
Teachers will be encouraged to choose to wear aprons in terms of professional representation and role modeling for students. Measures regarding guidance, coordination and planning will be taken in order to help newly appointed teachers to meet the needs that may arise regarding the place of duty and the execution of the profession and accommodation.
Schools will make plans for parents to visit schools and meet with teachers to be more qualified, regular and healthy. A timetable will be created for school visits so as not to disrupt educational activities. Considering that it is not pedagogically correct for parents to be in the school outside of meetings and meetings, necessary measures will be taken.
In-school and out-of-school activities will be planned for students to understand the relationship between people, cities, culture and civilization, get to know their own city closely, learn about its possibilities and features, explore it in the context of space and time relationship, know and protect the intangible and tangible cultural heritage and values of the city. In this context, new works, developments in science, culture, industry and technology will be introduced in line with the future vision of the country from the perspective of the Century of Türkiye. Students will be enabled to visit museums, ruins, historical artifacts, mosques, castles, martyrdoms, libraries, science centers, universities and similar historical and cultural places.
Studies will be carried out for healthy nutrition
In order for the students to start the day vigorously, cheerfully, and acquire habits for a healthy life, cultural and physical exercises will be done in basic education institutions before going to classes. In order to develop healthy eating habits and encourage physical activities, studies will be carried out within the scope of the "I Eat Healthy Food at My School Project".
In addition to the protective and preventive measures necessary to create a healthy and safe educational environment in schools, security measures will be taken within the scope of the relevant circular of the Ministry in order to ensure that parents send their children to schools with peace of mind.
The monitoring and coordination commissions established in accordance with the Ministry's circular No. 5361317 dated 25.05.2015 regarding the places providing unauthorized education and accommodation services will continue to work. Necessary actions will be taken within the framework of the relevant circular of the Ministry regarding the places operating in this context.
The controls on fire safety, electrical installation safety, heating system security, water and gas installation safety of private dormitories and hostels that provide accommodation services will be carried out within the scope of Article 10 of the Secondary School and Secondary Education Institutions Regulation on Private Accommodation Services and the results will be entered into the system.
Necessary controls will be made on-site by provincial and district national education directorates in order to make schools ready and suitable for education. It will be ensured that the ongoing maintenance, repair and cleaning works are completed immediately.
Regarding responsibility exams and proficiency exams in preparatory classes; among the students who were conditionally passed the courses in the 2019-2020 school year, those who failed the class for grade repetition or failed to graduate, will be subjected to the responsibility exam for the first semester subjects and attainment of these courses. They will only be responsible for the subjects and attainments of the first semester of the 2019-2020 school year in the exams they will take until their responsibilities are lifted.
